KONA BLUE — DHS Secret Program Disclosure

AARO learned of the KONA BLUE program through interviews conducted as part of its historical review. Several interviewees identified KONA BLUE as a sensitive DHS compartment that was reportedly established for the recovery and analysis of 'non-human biologics.' AARO research determined that KONA BLUE was a Prospective Special Access Program (PSAP) proposed to DHS leadership but never approved or formally established. KONA BLUE never received any materials or funding — there is no information about the program beyond the presentation documents.
