Project CAPELLA: Data-Warehouse and Classification Proposal, 2008–2009

The officially released sources DOW-UAP-D167, DOW-UAP-D169 document a proposal for data management, quality control, and classification and a monthly report on building a heterogeneous report collection; D169 itself notes duplicates, conventional explanations, and reporting bias. CE/AN/MA/FB classes, SVP values, and collection statistics are metadata, not validation of entered reports. They establish neither an object, entity, NHI, nor exotic technology.
